_ 5,,»- On 5=ll=6O Mr. Robert Johnson, Chief of the Passpo %%le* pLegal Office,telephoned me and advised that on 51l~6OMrs. Butler of the Passport Liaison Office received a telephonecall from Mrs Russell, an investigator for the House Committeeon Un=American Activities  HCUA!. Hr. Russell said that hewould like to review the passport file on Francis G. Powers,the pilot of the downed U.S. aircraft in USSR. Hr. Russellthen continued and said, "I suppose you have received quitea few requests for this file." Following this Mr. Russelsaid that there was a Soviet agent in Georgia named Powers.
4 According to Mr. J0hnson,Russell did not enlargeon this latter statement, and Hrs. Butler made no inquiry.
V Mr. Johnson said that they do have a file on Powerswhich reflects that he is a civilian employee of the U.S.Air Force. Mr. Johnson further said that HCUA would not be
allowed to review the Powers file.
