By way of background investigation, the Conyers
Sheriff's Office, Conyers, Georgia, received a call from
an unknown white male on l/8/Bl, claiming responsibility
for the recent murders in the ATKID investigation. The
unknown caller gave directions where the last victim was
buried.-¬'7c_/
A search by the Conyers PD and Sheriff's Office
conducted on l/9/81 in the area described by the caller
with negative results.WES
On 1/31/80, a telephone call was made by an
unknown white male to the principal of the Pine Street
Elementary School, Conyers, Georgia. The caller advised
the principal that he was going to abduct a white child

SusPect, _ -_was developed by the Conyers Police Department.Bell was interviewed by Investigator _, Conyers
PD, and SA _, FBI, Atlanta, Georgia. denied
making any telephone calls regarding these extortion threats,
but consented to a voice recording. _ read the transcribed
conversations from the telephone calls received by the Rockdale
County Sheriff's Department on l/8/81 and l/15/81.

Enclosed for the Bureau, Latent Fingerprint Section,
under separate cover, are one pair of blue Levi Strauss jeans;
one brown belt; and a brown, plastic bag. '
The above pair of jeans was found during a search
in the area where the body of victim Geter was found, andhave been positively identified as being those of victim. ~/%4QThe jeans were found in approximately three feet of watenC1?
92 in a small creek on February 9, 1981. The jeans were initially/
placed in a brown plastic bag, later carefully removed,
and dried out pliui to forwarding to the Laboratory.

Q The above pair of jeans was found during a search
in the area where the body of victim Geter was found, and
have been positively identified as being those of victim. .
The jeans were found in approximately three feet of water
in a small creek on February 9, 1981. The jeans were initially
placed in a brown plastic beg, later carefully removed,
and dried out prior to forwarding to the Laboratory.

On 2/l0/8l, the Atlanta Constitution News-
paper made available a letter from an
anonymous individual purporting to be
responsible for the child murders in Atlanta.
Original letter has been forwarded to
Georgia State Crime Lab and copies have been
furnished by facsimile to Behavioral Science y
Unit, FBI Academy, and Professor _"
As a result of a review
of this letter by rofesso; and the
Behavioral Science Unit, it has been concluded
the letter is not from the killer but from an 1
educated individual seeking notoriety.
Both Professor_ and the Behavioral
Science Unit recommend that no response be
given to this letter through the newspaper
that such action would provoke a rash of
similar type communications. Atlanta Bureau
of Police Services will be advised on 2/l2/Bl, -
of the above findings.
A facsimile copy of this letter is attached

Result of examination:
The unknown voice on specimen O2 and the known voices
of ion specimen K1, S on s.=.>e¢imenB K2
and K4 and on specimens K3 and K4 were
subjected to apectrographic voiceprint! examination, which
revealed spectral and aural dissimilarities between the unknown
and the three known voices, which are normally associated with
different speakers.
Voice identification by the spectrographic method is
not considered a positive means of speaker identification, and the
results of such examinations are furnished for investigative

as Terry Lorenzo Pue, age l5, was found in
Rockdale County, Georgia. Pue was last seen
alive at 4:30 pm on 1/2l/81 while enroute to
a basketball game.
On 1/8/81, the Rockdale County Sheriff's
Office received an anonymous call indicating
that the body of Lubie Geter could be located
on Sigmon Road. Two subsequent searches in
the area described by the anonymous caller were
conducted with negative results; however,
Pue's body was located on Sigmon Road within a
mile of the areas previously searched.
The Atlanta Division, in conjunction with
Atlanta Police Department, continue actively
searching for Lubie Geter. In an additional
investigative effort, a total of l5 separate
shopping centers are under surveillance by four
man teams to locate any Negro male and a young
Negro male who may be in the area.
Pue has been added to the list of murdered
children in the Atlanta area, bringing the total
to 17 Black children which have disappeared
in the last 19 months. Fourteen of the children
have been found murdered and three remain missing.the

yin the Office of Maynard Jackson, Mayor,
Atlanta, Georgia. In addition to Mayor Jackson,
numerous city officials of Atlanta were present
as well as Acting Deputy Attorney General DAG!
Renfrew and Ken Starr, Counsel to the Attorney
General.
At the outset, Mayor Jackson indicated his
Mpleasure with the cooperation he has received
to date from the FBI toward solution of this
investigation; however, Mayor Jackson
requested assistance through the Federal
lnnernment in other areas relating to this
investigation. He cited the areas of crime
prevention, mental health, and funding of
+eauipment as those areas in which he reouests
Federal Government assistance.
, Acting DAG Renfrew informed the group that
he was in Atlanta at the request of President
Reagan and sees himself as a conduit for infor-
wation which will be passed on to the Attorney
General and subsequently, to other appropriate
officials.j Following the 45 minute meeting, a brief
press conference was held, after which
Renfrew and Starr returned to Washington.

adjacent to the wooded area where the body, tentatively
identified as that of Patrick Wayne Baltazar, was
recovered.
Hypnotic interview of eye witness will be induced

Result of examination:
The results of the grouping tests conducted upon
the human blood identified on Q12 were inconclusive.
No semen was identified on Q12. No analyses
were conducted for the presence of saliva due to the g
iocation of Q12 when recovered. /I
There were no hairs of value for microscopic 1
comparisons found on specimen Q12: however, one black
bead hair fragment of Hegroid origin was found on this
specimen. A11 foreign textile fibers found on specimen
Q12 have been preserved. The elasticity of the waistband
of this garment appears to be normal or near normal.
Accordingly, there is no indication the garment was
itretched beyond recovery limit.
No soil was found on or in the debris removed
from specimen Q12 which could be compared with specimens
K7 through K11.

examiner's report on the blood type of victim, Anqela Lanier,
and one photograph of victim depicting panties stuifed in
her mouth.
For the information of the FBI Laboratory, Angela
Lanier was last observed at school on 3/4/R0. On 3/10/80,
her body was found in a wooded area about one mile from
her residence; when the body was found, Lanier'e handswere,ppund with e.grown, twostrand, common electrical cord,which"wds submitfe to the Laboratory for examination, via
referenced communication. The body was also round with

a pair of female panties stuffed in the ViCtim'5 mouth.
There are obvious blood stains on the panties; however,
the victim's mouth, at time of discovery, was partially
eaten away by rodents. Medical examiner also stated that
blood found on panties may have come from purge while
Lanier was being strangled.
The enclosed panties were secured by the local
Atlanta Police Department and submitted to the Georgia State
Crime Lab. Contact with the Georgia State crime Lab con-
cluded that to date, no chemical examination of any kind
has been performed on said panties.
Also, the enclosed soil samples, numbers one !
thorugh five !, were taken from the following locations:
! The sight in which the body was found;
! The residence of the primary suspect;
! A relative's house of the primary suspect;
s S! Area of two different houses where the victim
was possibly held for a period of days.

On 1/10/81, a search wae conducted in the vicinity
