Helphrey’s Oregon criminal record started in May 1986, when he was arrested and charged with third-degree robbery. Helphrey pleaded guilty to the charge and was sentenced to 60 days in jail and three years’ probation. Helphrey violated the terms of his probation and was sentenced to five years in the Oregon State Penitentiary. He was paroled on May 3, 1991. Helphrey was incarcerated again at the Oregon State Penitentiary on Nov. 10, 1994, after he pleaded guilty to two counts of third-degree rape. He was released on July 10, 1995. He violated the terms of his parole and was sent back to prison on Dec. 21, 1995, for an additional three months. In 1997, Helphrey was arrested and convicted for third-degree sexual abuse and sentenced to 12 months in jail and fined. Since that time, Helphrey has also been arrested and convicted for second-degree forgery, failure to register as a sex offender, probation violations and a charge of obstructing a law enforcement officer in Ferry County, Wash., in 1998. On Feb. 5, Helphrey was indicted on the charges of failure to register as a sex offender and a felony warrant was issued for his arrest. As a registered sex offender, Helphrey is required by law to register his new address within 10 days of moving or within 10 days of his birthday. The last time Helphrey registered was Dec. 16, 2002, with an address here in Medford. Helphrey, who was born Dec. 16, 1970, is described as a white male adult, 6 feet 3 inches tall, weighing approximately 185 pounds. He has hazel eyes and brown hair. Advertisement Helphrey has the words "LOCO LOBO" tattooed across both hands, a heart tattoo on his right forearm, a Playboy bunny tattooed on his upper left arm, and a tribal band tattooed on his upper right arm. Helphrey may wear glasses. He has used the aliases of Michael Charles Panther and Anthony Miguel Rodriguez. The picture shown here, taken March 24, 2003, is the most recent image available.
