It was written by a friend of hers, so I don't know if she clipped it because her friend wrote it or because of the content. Two paragraphs caught my eye: "The restructured state welfare philosophy produced by the 1979 Legislature is to be commended. It was reported that in Siskiyou County (California) able-bodied welfare applicants who cannot find employment are encouraged to apply for enlistment in the armed forces where they will find employment. If the applicant cannot meet the requirements for enlistment, only then is he added to the welfare rolls." Can your government researchers dig around and find out what this 1979 welfare restructure was and whether it has been amended or deleted? I think the armed forces application requirement is (was) a brilliant move by Siskiyou County. — Meredith L., Medford Well, Meredith, it appears the writer of that letter was referring to a 1979 change in state welfare policy that made familes with two non-working parents no longer eligible for federal welfare funds distributed to the state. Instead, according to one United Press International wire story, the state created its own program called Work or Training for Two-parent Households, or WORTH, which was supposed to pay for job-search programs and on-the-job training for unemployed parents. According to later 1981 reporting, the program was ultimately rolled back as part of recession-era budget cuts. The present-day JOBS Opportunity and Basic Skills program, operated by the Department of Human Services, could be considered a modern successor to WORTH.
