Mayor Bill Cecil will cut a ribbon at the project’s roundabout, which links Main Street with West Valley View Road at 1 p.m. The new route will replace an awkward intersection at Talent Avenue and West Valley View that confused motorists and was the scene of accidents. The opening marks the last road work in the five-phase, Talent Urban Renewal Agency effort that started in 2009. Downtown traffic was detoured to Rapp or Colver roads during the work. Simply Sassy hair salon owner Melissa Wagy said vehicles have run into her building at the intersection several times, and she and her staff see near misses almost daily. Wagy’s shop on West Valley View was the only business that lost street access during the construction. But business didn’t slow down because most is done by appointment, she said. One of Wagy’s employees thinks the shop may become more visible. “People might actually see us because there won’t be so much traffic going back and forth,” said Sherry Karp. Just around the corner, Jupiter Café co-owner Regan Lilley worries that less traffic on Talent Avenue may mean less business. “I think all of us are very concerned, because the traffic won’t be going down Talent Avenue,” said Lilley. She hadn’t checked her records to see whether business was slower during the construction. Another Talent Avenue business saw little impact. “It didn’t seem to have slowed down much,” said Ranelle Lippincott at Downtown Coffee. The shop expanded its hot breakfast options this summer, which may have offset any negative impact, she said. Access to Washington Federal Bank and Talent Liquor Store on West Valley View near Highway 99 was maintained throughout the project. Ron Todd of Talent Liquor reported only a little impact from the work. “The construction of the new roundabout has not had a significant impact on our branch’s lobby traffic,” said Carol Swenson, bank loan coordinator. Clark Zimmerman, owner of a lot on Sieber Street that is part of the project, previously said the link would probably hasten construction of a building for his acupuncture business. Urban renewal officials first envisioned the project in 2004. Camelot Theatre moved to a new location to create right of way, Seiber Street was constructed and LaPree Street was realigned. Urban Renewal Director Marla Cates said she was pleased with the speed of work. “It’s a really concentrated job because it’s on a major road, and there are so many utility things going on,” said Cates. “It’s been smooth. We found some ground contamination on the last couple (phases) but nothing was encountered here.” Pilot Rock Excavation performed the work after submitting a bid of $543,981. New street signs will go up Tuesday morning. The Talent Avenue and Main Street corner will become a four-way stop. The stop sign on Talent Avenue at West Valley View for northbound traffic will remain until motorists become accustomed to the new four-way stop. A small portion of West Valley View will remain open to serve Simply Sassy, Talent Irrigation District and some homes. A plaza will be developed later in the area, west of the roundabout. For now the roundabout will serve only two streets. Eventually another may be added, linked to Wagner Street if TID moves. Parts of the project will still be under construction after the opening, including a sidewalk on the south side, additional street lighting and a bus stop bump-out on Talent Avenue.
