Oregon State Police investigators have determined Arlene Couch, 50, should have seen or heard deputy Gordon Crisp’s cruiser as it approached the intersection of Table Rock and Biddle roads with its emergency lights and sirens activated, OSP Lt. Tanya Henderson said. "There were other (motorists) in her lane of travel who pulled to the shoulder" ahead of Couch’s vehicle, Henderson said. Investigators interviewed "six or seven" witnesses to the crash before deciding to issue a citation to Couch, Henderson said. The wreck happened when Crisp, headed south on Table Rock Road, drove through a red light at the intersection while following other deputies to a traffic stop on a stolen vehicle. Couch’s red GMC pickup smashed into the rear passenger side of Crisp’s Crown Victoria. No one was injured in the crash. Henderson said investigators do not know exactly how fast Crisp was driving when the wreck occurred. Witnesses told police the deputy appeared to slow down when he entered the intersection. "It looks like he was traveling at a slow speed ... and went through the intersection cautiously," Henderson said. Investigators did not review information on the patrol cruiser’s crash-data recorder, commonly known as a "black box," Henderson said. The device, similar to those installed in many late- model cars, records a vehicle’s speed for several minutes preceding a crash.
