Coming Up Short The results for Oregon’s 2004-05 achievement objects report: 1. Did 80 percent or more move up by one level of English proficiency? 16 school districts met (13%), 101 did not meet (87%) Ashland: not met Phoenix-Talent: not met 2. Did 10 percent or more reach English proficiency and exit the program? 64 school districts met (55%), 53 did not meet (45%) Ashland: not met Phoenix-Talent: met 3. The annual progress report for limited-English students, a study required under the federal No Child Left Behind Act, showed the majority of Oregon public school districts did not achieve the levels of English proficiency mandated by the government. Only eight Oregon school districts — Adrian, Bandon, Bethel, Clatskanie, Coquille, Falls City, Stanfield and Sutherlin — fully met the objectives. English proficiency is broken down into a five-point scale, with level 1 defined as speaking little or no English and level 5 defined as full English proficiency. Within this framework, Oregon school districts must meet each of three objectives. Ashland students met one of three requirements of the Annual Measurable Achievement Objectives report — that the school district made adequate yearly progress on federal tests for all English-language learners. One-third of all districts in the state achieved this standard. However, the Ashland School District was just shy of the other two objectives. Seventy percent of limited-English students in the district achieved a higher level of English proficiency, missing the mark of an 80 percent improvement. Also, 9.2 percent of limited-English students reached English language proficiency by the end of the 2004-05 school year. The AMAO report requires 10 percent of students become completely proficient each year and no longer need special instruction. Phoenix-Talent students also achieved on of the three objectives — 14 percent of students exited limited-English instruction. Still, just 68.8 percent of students reached a higher level of proficiency and the students did not meet adequate yearly progress standards. Each year, No Child Left Behind provides slightly more that $5 million in supplemental funding to Oregon school districts for programs designed to help ELL students gain proficiency in English and meet Oregon’s academic standards. The funds are designated for programs designed to help students gain skills in speaking, listening, reading and writing English. The state of Oregon also gives districts an additional $2,600 per student per year. There were 52,000 students enrolled in these programs in the state during the 2004-05 academic year.
