• Encourage the continued operations and future expansion of intercity bus service to and from Medford. Transportation System Management / Transportation Demand Management Transportation System Management Needs Transportation Sy stem Managem ent (TSM) im provem ents include actions designed to maximize efficient use of the existing transportation sy stem . TSM stra tegies include actions such as traffic signalization, signal sy nchronization to im prove traffic progression (particularly along m ajor arterial streets, signal retim ing, channelization im provem ents, one-way street s, parking prohibitions, turn prohibitions and other actions. Analy sis of TSM-related deficiencies in the Medford UGB focused on identify ing locations for traffic signal coordination, traffic signal upgrades and modernization, traffic signal installation, stop sign control, installation of Intelligent Vehicle Transportation Sy stem (ITS) m easures, and traffic calm ing. Transportation System Management Strategies Along with showing street and intersection im prove ments, Figure 1-3 also presents Tier 1(funded) improvem ents to traffic signal control in the City . Included are signal installations at currently unsignalized intersections, signal upgrades where appropriate, and other appropr iate im provem ents such as all-way stop control or roundabout treatm ents. These im provem ents are also depicted in Table 8-2. • Improve traffic signal coordination in the Me dford UGB by establishing priorities for and implem enting coordinated traffic signal timing plans (these could generally be based on traffic volum es and/or street hierarchy ). Em ploy signal tim ing plans that m aximize operational efficiency during different tim e periods. • Continue to m odernize traffic signal equipm ent and to im prove its efficiency by ultim ately connecting all signals to a centralized traffic control m anagem ent center. • Install traffic signal or other traffic control im provem ents as identified in Table 8-2. • Install a fiber-optic ring within the city to provi de enhanced com munications for operations of the traffic signal sy stem ; • Install perm anent electronic traffic counters at ke y intersections to provide current inform ation about rapidly growing segm ents of the existing collector and arterial street sy stem to facilitate better m anagem ent of traffic signal operations. Currently perm anent counters have been installed at three locations and installation of thr ee to five m ore counters is anticipated. • Add 40 to 60 traffic m onitoring cam eras over the next 20 y ears at critical locations in the city’s street sy stem . These cam eras can be used to m odify traffic signal tim ing in response to actual conditions. They can also be connected with a web site such as ODOT’ s Trip Check for use by motorists to evaluate road conditions before th ey leave hom e so they can plan travel routes accordingly . • Install ITS equipm ent at selected intersections to facilitate traffic flow and enhance sy stem communications. • Identify and provide for traffic calm ing street im provem ents focused on non-arterial or collector streets to achieve program objectives.
